You can't run on a treadmill for an hour at 10 speeds—there will be a glucose shortage. But it's easy to walk for an hour or more at 5 speeds. And so walking is better for a long time.
However, if you want, you can take advantage of both—by doing interval training. That is, run for a while, then walk. This burns more calories, and doesn't put extra stress on the body.
Finally, walking or running—whichever suits your goals and body type is best. Walking is safer, and running gives faster results.
